The FCR33 is a check rod: a 3000 × 50 × 100 mm aluminium alloy straightedge on three stainless steel handles of 1800 mm each, drawn across a fresh slab to show where the surface is high and where it is low. It does not finish the concrete. Its job is to find the errors the screed and the bull float have left, so the bump cutter can correct them while the slab is still workable.
The idea is simple. A true straightedge dragged over the surface leaves a faint line where it touches and skips where it does not. Anywhere it skips is a hollow; anywhere it drags hard is a hump. Reading that pattern takes an afternoon to learn, and once a gang can read it, the floors they produce measure differently.

The printed specification of the two is identical: the same 3 m aluminium alloy section, the same handles, the same bracket. What differs is the job. The FCR33 is kept clean and straight for reading the surface, and is not used for the heavy cutting that would nick or bow its edge; the FBC33 does the cutting. On a small residential slab one tool can serve as both. On a warehouse floor that will be measured, a separate check rod keeps the reading true while the bump cutter takes the wear.
Join the three 1800 mm handles so the rod reaches past the centre of the bay from each side, then draw it in two directions at right angles. A single direction misses humps that run parallel to the stroke. Keep the rod at a low angle; lifting the handle tips the edge and it reads a hump that is not there.
A ride-on power trowel makes a floor hard and dense, but it cannot make it flat; it follows what is underneath. Every flatness failure we are asked to look at on a finished floor traces back to a pour where nobody checked the surface between the bull float and the trowel. The FCR33 is the cheapest tool on the site and the one that prevents that.
